I set up a village to be well lit to avoid mob spawning. While walking around there were many areas where mobs could spawn, the block lighting was zero even when I was right on top of a torch. When I broke and replaced a torch the block lighting went back to 13-15 as it was before and mobs stopped spawning in that area.
