Using /locate when the structure doesn't exist causes the game to enter a weird, glitch state

      Issue duplicates MC-139831

      When you use /locate village in a world without any structures, the game enters a weird state. In this state, chat & commands are unresponsive, you cannot exit the game via X, mobs are frozen, spawn eggs don't work, and attempting to exit the world causes the game to be stuck on the world saving screen.

      What I expected to happen was...:
      An error to show up saying that there were no structures nearby.

      What actually happened was...:
      The game entered the above glitched state, where everything except you and blocks becomes frozen.

      Steps to Reproduce:
      1. Generate a world without any structures
      2. Use the /locate command
      3. Experience weirdness
