This happens in multiplayer, singleplayer is not tested.

World is amplified, generated in 19w08a.
Other bugs persist too: (not sure if related)
1.MC-91136(Light sources do not emit light in a chunk, and light from neighbouring chunks do not spread over to that chunk, hostile mobs also spawn next to torches as a result, chunk-dependent issue) (F3-reload chunk doesnt work)
2. MC-95649 (Possibly due toMC-138871)

Happens whatever gamemode you are in. Happens to all players on the server.
F3-reload chunk doesnt work. What is happening:
When you log in to the world, only the chunks around you (around 4-5 chunks radius) are loaded (expected), but more chunks do not load in upon the player walking around, even when you walk to or fall off the edge of loaded chunks, neighbouring unloaded chunks still do not load in.
Resolution:
Relog and again only a limited number of chunks around you are loaded, so you only have access to some neighbouring chunks of your original login position, but to load further chunks another relog is needed.
