this has actually been happening to me since 1.12.2, and now it's worse than better. what is happening is when I mine a block, it can randomly reappear. In this case, I picked up some water, and it happened again, however in a different way. I am not sure is this my device's fault or is it a bug, but I am still experiencing it and it bothers me.
