When I step on a stone pressure plate in survival or creative using snapshot 13w16a it does not trigger the pressure plate. Wooden pressure plates work fine.

Steps to reproduce:
1. Place a stone pressure plate with something activated by redstone next to it.
2. Step on the pressure plate.
3. Observe that it does not trigger the pressure plate.
