Torches and Glowstone, and presumably other light emitting blocks, require mining and replacement when using an old map (1.13.2). Oddly enough the column in front of the glitching block has a block-sourced light level of zero regardless of its neighbors (which lie on the same plane). The error appears to be block dependent, as the same block does not emit light on either side of the 1x thick wall in which it was placed (not shown).
