To preface this, I had to put the version as 1.13.2, but this has happened on all versions for me. I have included below an explanation of my troubleshooting efforts as I know this might be marked as a duplicate topic, for this error I could find no information relevant to my circumstances.

I am getting the anti-virus crash issue where it crashes while building the world (in the new versions it's "preparing spawn area"). It shouldn't do this because I've disabled all antivirus, then uninstalled them, and deleted remaining files, disabled windows defender, allowed all java through the firewall, then reset all the ports using "netsh winsock reset" as an admin in cmd and power shell, then shutdown all firewalls, uninstalled and reinstalled the proper Java (x64) version, I also increased and decreased the allotted memory for Java, updated windows, restored windows, updated graphics card and then downgraded it. At each of the previous steps I would reboot windows every time to ensure the changes would take place. This crash would occur on every version of Minecraft, although the crash report would be slightly different each time. And I would also reinstall a new version of Minecraft at every turn (I also made sure it wasn't a corrupted launcher and or files), I even tried using modpacks from Technic and Feed The Beast, they both crashed while "Building the world." I am at an utter loss of what is going on, the game starts just fine but when creating or loading the world issues abound.
