Trying any predefined preset or making a custom preset in any mode will not allow eye of ender to be thrown.

Steps to reproduce:

1. Enter singleplayer
2. Create Superflat world and a preset that has stronghold generation 
3. Choose Creative (can also try other modes)
4. Add Eye of Ender to toolbar
5. Try and throw Eye of Ender

Note that eye of ender is never thrown, nor is there any noise of it being thrown.

Also when checking this custom preset:

minecraft:bedrock,38*minecraft:stone,5*minecraft:dirt,5*minecraft:sand,110*minecraft:water;minecraft:deep_ocean;oceanmonument,decoration,stronghold,mineshaft,dungeon

 With all those structures added to deep_ocean, i've not been able to locate any structures other than the ocean monument and decorations. Could be related issues.

Also, the

/locate <structure>

command always returns "Could not find that structure nearby"
