I run a server of 18w43c and my players are complaining to me that random events like mob spawn, farmland hydrating and crops growing only happen in what seems to be a 15 chunk (exact number not tested yet) radius around the player that has been logged in the longest, and no one else. S9me players report going as much as 12 nights without a single mob spawn in their area.
