So I played minecraft for awhile before 1.13/1.13.1 and i had no issue with skins, until the minecraft 1.13 update came along where i could not open minecraft it would get stuck on the mojang screen. It worked perfectly- well semi perfectly, it allowed me to play minecraft but it wouldn't allow me to see skins (all of them my own and other players) so i tried using a older version and i saw them, but i'm ok with that for servers but when i want to play 1.13 i can't see players.

Mobs and mob heads i can see there skins, i'm not entirely sure if this is the proper place to ask for help with this issue if it isn't please direct  me to the proper place

i will tell you what i tried to fix this: i couldn't find anything online about this issue i have looked for days probobly 6 hours or more but i can't find the the fix to this problem please help.
