If the flow of a simple pulse limiter is facing South or West, the pulse limiter can produce a 1-tick pulse. Yet, if the same pulse limiter is faced (as if the flow of the current) North or East, the limiter cannot produce a 1-tick pulse. This shows the dependency of these pulse limiters, and possibly other redstone circuits, on direction.
