Nether fortresses from pre-1.13 worlds do not spawn wither skeletons or blazes

      I built a wither skeleton farm in a nether fortress that also spawns blazes and zombie pigmen, but only zombie pigmen are spawning. I've checked the light level thinking it was glitching out but it says zero. I have tried waiting for a while and leaving and coming back but nothing changes.
