Boats placed on water sink immediately.

placing them on land and moving onto water works.

What I expected to happen was...:
upto 18w21 boats float on water. Opening a new world started on 18w22 also works propperly in 18w21.

What actually happened was...:
It looks like the water is not selectable. The boat can not be placed in deep water. When I place it near the shore it looks like it is actually placed on the solid block under 1 block of water. both new worlds and older ones have this problem.

Steps to Reproduce:
1. place  boat in 1 block deep water.
