Skeletons with melee weapons in water hiding from the sun can't decide if they should target the player

      The bug

      I summoned a skeleton with a melee weapon in water, during the daytime. I went on the land next to the water the skeleton was in and went into survival mode. Then, it started waving its arms quite rapidly at me.

      It was trying to target me, but then deciding not to, supposedly because of the danger of daylight, and then deciding to target me again very fast. But why? First of all, there were a couple blocks of water between it and me, and it was still apparently reluctant to go toward me, so this is obviously not working as intended. Also, it still moved, just extremely slowly. When it eventually DID get to me, it got out of the water, ignoring the danger only once it finally got out, and came and attacked me. Definitely a bug; it should be fixed. I was considering using skeletons with melee weapons in one of the maps I was making, but not any more due to this.

      How to reproduce

      1. Summon a skeleton with a melee weapon in a pool of water:
        /summon skeleton ~ ~ ~ {HandItems:[{id:"minecraft:stick",Count:1b,tag:{display:{Name:"Beating Stick",Lore:["Beat much damage!"]},ench:[{id:16,lvl:1}]}},{}]}
      2. Go onto land near the skeleton and go into survival mode. Observe the skeleton's strange behavior.
