Snapshots allow faster right click action while holding down right click

      I was placing down buckets with fish types, when I noticed it places them a lot faster than in the previous versions, by just holding down right click. It could also be previous versions, but I noticed it in 18w19b.

      You can see an example in this video, if you don't want to watch the whole video, there are times in the description when it's pretty clear.

       

      What I expected to happen was...:

      When I placed a bucket with fish, it would place it at the speed from previous versions.

       

      What actually happened was...:

      Instead, it placed the fish very fast.

       

      Steps to reproduce:

      1. Go to a version prior to the 1.13 snapshots.
      2. Hold right click and throw snowballs
      3. Notice the speed.
      4. Now go to 18w19b, and hold right click to throw snowballs.
      5. Notice that it throws the snowballs way faster.
