If an arrow was created by commands, it emits blue effect particles.
Also works with normal arrows (shot with bow), after quitting and re-entering the world.
It only works with standard arrows, not with tipped/spectral arrows.
How to reproduce:
- Create a new world in creative mode
- Shoot an arrow with a bow
- Quit
- Re-enter
- Go to creative mode
- Fly up
- Type this command: /summon arrow ~ ~-1 ~
- Go down again
