/effect command for speed uses slowness and slowness use speed on amplifier 225

I was messing around with the /effect command and i used amplifier 225 (the highesst one) I was ecpecting to get super speed when i use the effect id of 1, when i used 2 i thought i would have super slowness

speed effect gave me the effect of slowness and slowness gave me the effect of speed.

Steps to Reproduce:
1. Start a world make sure you have cheats on.
2. type /effect yourminecraftusernamehere 1 800 255 it will give you super slowness (it should be speed)
3. if you type /effect yourminecraftusernamehere 2 800 255 it gives you super speed (it should be slowness)
4. That's the glitch!
