What I expected to happen was...:
Renaming an item would cost 1 level

What actually happened was...:
Renaming the item cost the same as doing a repair on the item (more than 1 level)

Steps to Reproduce:
1. Get a pickaxe with enchantments on it
2. Place Pickaxe into the Anvil
3. Rename the item and observe it counts as a repair (i.e. costs more than 1 level to rename)

Only renaming a tool (NOT repairing and renaming) should not cost more than 1 level. If you are renaming the same tool and doing a repair it adds one xp level to the repair cost so it doesn't make any sense why it would cost you way more when renaming the item. Renaming should always cost 1 level regardless of how many time the tool has been repaired or the Enchantments on it.
