In 1.11 if you used /setblock command to set a skull with custom properties(Texture) and then use /setblock again in the same spot but with diffrent properties(Diffrent texture), the command would execute properly, replacing old skull with new one.
When I updated the world to 1.12, it would stop working and the error message was the same as if I were trying to /setblock completely identical block. I workaround it by first replacing old skull with air, and then setblock new skull, but i dont like that.
