On servers in general wheat cannot be planted adjacent to another planted piece of wheat. This may only be due to the farm being underground however I have given as much light as possible via torches and nearly every dirt block is touching water so neither light nor water is the problem. I used this farm on this server in minecraft 1.4.7 and the changelog, to my knowledge, does not note any changes about wheat
