In 16w32a the /give command was changed to ignore stacking restrictions for items. As seen here in this video:

Now in the most current version of the game (1.12 Pre-5) this no longer works.
Steps to reproduce:
Go onto a world with cheats enabled and type the command: /give @p wooden_sword 64
In 1.11 this would give the player 64 wooden swords, in 1.12 Pre-5, it will give the message:
"The number you have entered (64) is too big, it must be at most 1"
