Lighting bug, maybe different than others?

Technically 1.11, our server hasn't updated. I'm getting a lighting glitch where our sea lanterns stop lighting an area up. The area seems to be one chunk, even with multiple sea lanterns light levels in the chunk go to zero at night. Breaking the lanterns resets the light (until the chunk unloads, at which point the light stops working again.) At first I thought it was the sea lanterns, but I think it's doing it with torches too.

I searched online to see if anyone else was having the exact same glitch and the closest I could find was this video:

This guy is using torches, but something else struck me... he was next to a large area of running water. Our glitch is on top of our guardian farm, which has a large amount of running water. That's the only place we have the glitch. Lighting lag?

Edit- I noticed on some lighting error issues in past versions that placing a block (lighting or otherwise) near would update things. Placing a non-lighting block next to our lanterns does not work or cause the light to update. (A torch will, but that seems to be the torch, not the lantern).
