Hoppers and redstone are out of sync
*What I expected to happen was:
In past versions redstone and hoppers both operated on a system the community refers to as "Tick's". and made it easy to sync up redstone signals with hoppers.
*What actually happened was:
I was in my single player world when i came to my skelly farm i had a hopper minecart pick up the items from the farm and bring them up to a storage system to drop off the loot. in past versions a comparator would detect if any loot was dropped off and stop the minecart, to collect the loot. but now it seems hoppers dont sync up properly with redstone ticks.
*Steps to Reproduce:
1. get some hoppers
2. get a comparator
3. put a line of hoppers
4. put some comparators along the side of the hoppers
5. throw some items in the hoppers
6. see how only some comparators detect the items and how they are not detected withing precise timings
