Normal arrows shot from a bow in survival, creative, or adventure mode turn into potion arrows without an effect (blue potion particles) when you exit and enter the world again. Tested in singleplayer on 1.11.2.
Steps to recreate the issue:
1. Get a bow and normal arrows (arrows not required for creative) in a singleplayer world
2. Fire an arrow, straight up works best
3. Exit the game, and enter it again
4. The shot arrow now has a trail of blue potion particles when flying or stationary.
