I am not able to make banners on my crafting table. I've been playing for 9 months and I've never been able to make one.

What I expected to happen was...:
A banner should appear in the right slot of my crafting table when the proper ingredients are placed in the proper slots.

What actually happened was...:
Nothing at all. No completed banner appears.

Steps to Reproduce:
1. 3 wool blocks across the top three slots
2. 3 wool blocks across the middle three slots
3. 1 stick in the bottom center slot

This bug ticket asks for the "version" but I don't know if I have "16w50a" or "1.11" so I just picked one. I play on Windows 10 on my PC.
