Comparator clocks freezing after reload

      After reloading chunks, comparator clocks will freeze, this just happens if the comparator is pointing to north or south, not if it is pointing to east or west!
      This bug just seems to appear at 13w09a and above! (when the comparator-texture-bug got fixed!)
