Dispensers, Hoppers, and other stuff like that doesn't updates if there's a redstone torch/redstone block placed next to it.

What I expected to happen was...:
That it would dispense an item.

What actually happened was...:
It didn't dispense anything.

Steps to Reproduce:
1. Place a dispenser/hopper or something like that on the ground.
2. Grab a redstone torch/redstone block and place it next to the dispenser.
3. It will not dispense anything/update.
