Affected versions begin with 1.9 15w31a. The only option to select in the drop menu above was 1.10.2 and 1.10.3

What I expected to happen was...:
To be able to open a menu within the game or issue a console command and have the ability to relocate the Status Effect HUD that was added on 15w31a from the top right corner of the screen to a different location.

What actually happened was...:
I was unable to locate any method of moving the Status Effect HUD, and had to resort to using a modification (also simply known as a MOD) that completely removed the HUD as no MODS exist that can move it either.

Steps to Reproduce:
Play Minecraft and receive any status effect listed on http://minecraft.gamepedia.com/Status_effect

Change Requested:
Add the ability either through the menu settings under Video Options, through a control key (such as ctrl+S), or through a console command to relocate the location of the Status Effect icon from the top right to a new location on the screen.

The icon in question is located in the top right of the attached screenshot, and as can be seen, overlays the map mod being used.
