Before you resolve this as a duplicate of MC-91393, please reopen it as this behavior effectively renders cats useless. An idea I have for fixing this is to have the chance of a creeper attacking a player be inversely proportional to the number of cats within a certain radius of the player and to have it only update around every 10 seconds and stop counting cats after a certain limit.
