I am running version 1.16.40 of both the dedicated server (Ubuntu version, running in a dedicated container) and Windows 10 Edition. My world seed is 853837038. I have a newly-created world with this seed on both the dedicated server and a local world. When I check the contents of a chest generated in a woodland mansion at coordinates (433, 79, -11176), the chest is generated with an enchanted apple in the local world, but generates without it in the server. Some other items are missing from the chest generated in the server as well.
