Based on this article, the cape is obtainable by anyone who had Minecraft Bedrock and Java at a certain time, but I don't have the cape and I also can't see when I purchased Minecraft (though I do believe I bought it earlier to that specified date)

The issue displayed is that either the cape hasn't been correctly given to my account or that the date of purchase should be visible in any of the account services on the website.
