According to the 1.19.70 changelog block-related commands no longer allow data value arguments.

• Removed support for field "data" in commands /clone, /execute, /fill, /setblock and /testforblock beyond version 1.19.70, eg. /setblock ~ ~ ~ minecraft:wool 1 will only have its equivalent /setblock ~ ~ ~ minecraft:wool ["color":"orange"] supported.

However, the creator documentation for block-related commands states that data values and block states both optional, which implies that they are equally valid. Affected pages include
