Skinfiles cannot be changed that often anymore.

      Hi Mojang,

      my name is Razen and I run minecraft-heads.com/, a large website about decoration heads in Minecraft.

      We've many users which like to create great new skins and upload them to the website so other people can use those and decorate their world.

      Recently, we noticed some changes with this: The skinfile changes do not seem to apply without problems anymore, at least the API shows strange behaviour.

      For example: If you quickly change skinfiles and use the upper API to get the actual value of your account, sometimes an older value reappears or it needs quite a while untill the value updates to the correct one.

      Our designers often create multiple new decoration heads and then upload them one by one.

      Within my researches, I realized the changes seem to work fine if you wait 60 seconds but they're buggy if you dont. I know there's a limit how often you are allowed to change skinfiles, but our designers also mentioned that you could change skinfiles like every 30 seconds earlier this year.

      So our question is: Did you change something here? Can you let us know if there're any new mechanics which might cause this issue so we can further check it out?
