When i opened the game, it was zoomed at like half of the screen top left (like in the screenshot.

To proceed, i had to change the screen resolution in the windows settings to 720p.

The game settings seem to not change anything.

also sorry for big image but i have a 5k monitor (i usually play in 1080/1440p)
