New launcher doesn't work properly on Sierra with parental controls

      Trying to use the new launcher in a macOS Sierra account with parental controls.

      The first time I run it, I get "You don't have permission to use the application", which is what I expect. There are options to Always Allow or Allow Once.

      If I choose Allow Once, the launcher starts properly. If I choose Always Allow, which is what I want so my kids can play, the launcher doesn't start and I get a repeated stream of the permission dialogs.

      This all worked properly with the old launcher.
