Launcher does not respect reduced motion accessibility setting

      I have enabled the reduced motion setting on my computer (in this case Ease of Access > Display > Show animations in Windows 10 or Accessibility > Visual effects > Animation effects in Windows 11), which should disable non-essential animations system-wide. However, some animations in the launcher do not respect this option, specifically the armadillo loading animation and Alex waving for the sale. The armadillo animation is especially problematic because it occupies the entire window, contains multiple layers of motion, and cannot be interrupted.
