It is not specified how much water there has to be for them to spawn but I can't seem to find any in the world with Lush Caves being the only biome. Either the previous spawning method was removed and the new one was not implemented or I don't understand the phrase "Axolotls now only spawn in water, above clay blocks, in lush caves"
