When I open the launcher, my forge versions older than 1.10.2 still appear and will launch, but my newer forge versions (at least the ones I had, i.e. 1.12.2, 1.15.2, 1.16.3, etc.) do not appear in the launcher. When I try to create a new installation, I can, but it doesn't save and I can't launch with it. This wouldn't be an issue if you could manually launch using the versions folder in the .minecraft directory, but as far as I can tell you can't.
