I haven't run the launcher in ages. When I ran it it updated, then started downloading new Minecraft files. Versions after this are: Launcher 2.1.5964, Game 1.14.4, Bootstrap 496, UI 1314.
When it came time to run it, it fails. Re-running it normally gives the same error. I've tried running with Admin privileges. I've tried Beta launcher. All give the error below. Please note, this is using the launcher at C:\Program Files (x86)\Minecraft\MinecraftLauncher.exe

I've downloaded the latest installer from your website (Revision Number {108BE483-6D13-46C5-9A25-4C67C6932E77}) and installed. It creates a file C:\Program Files (x86)\Minecraft Launcher\MinecraftLauncher.exe that runs but does nothing (no visible window, UI, etc.) except create an empty folder that says 'game', then gives an error 'Couldn't load launcher core from C:\Program Files (x86)\Minecraft Launcher\game\launcher.dll: LoadErrorNotPresent'. So I've tried using that same installer and 'Repair', same result. Exe version (with or without Admin permission) does the same.
I do have Java installed, v 8 Update 221 (build 1.8.0_221-b11)
Also Java SE Dev Kit versions 7 Update 55, 8 Update 40 (64 bit), 8 update 162 (64 bit), 12.0.1 (64 bit)
Windows 10 MC works fine.
