So my friend and I are both power level 135 but, for some reason, I get normal drops according to my PL and the difficulty level (Apocalypse +4) but my friend seems to be getting items with a PL of around 30.

I'm the party host and he's the one connected to my game, if that matters. One of the missions this happened in is Desert Temple on the already mentioned difficulty.
