I am running the server on Windows 10, on an AMD CPU, with 8 GB of RAM.
I'm in survival mode, and I am opped. Here's my server properties:

When using Bedrock Dedicated Server (latest version, I don't know the actual version), Drowned mobs will not target players. They will swim around, sometimes turn their head to the player, but ultimately ignore them Attacking them does not affect their current behavior.
As a side note, they seem to lose their brains too. While on land, for around 10-15 seconds, they will remain acting like they are swimming, and will often appear half buried in the ground due to this.
