Server tick timeout does not save world

      Sometimes the server I host crashes because a tick took over 60 seconds to complete. The server does not save chunks on shutdown. This has been an issue on my server for a while and whenever it happens large amounts of progress are reset. It also sometimes duplicates items.

      Relevant log info:

      [20:09:54] [Server Watchdog/FATAL]: A single server tick took 60.70 seconds (should be max 0.05)
      [20:09:54] [Server Watchdog/FATAL]: Considering it to be crashed, server will forcibly shutdown.
      [20:09:54] [Server Watchdog/ERROR]: This crash report has been saved to: /home/ryan/1.16server/./crash-reports/crash-2020-08-25_20.09.54-server.txt

      Steps to reproduce:

      1. Start a vanilla 1.16.2 dedicated server.
      2. Cause a lot of lag, such as by generating large numbers of chunks or summoning lots of entities
      3. The server crashes, and upon restart, some actions will have not been saved.
