[MCPE-8547] Survival block placement distance is reduced/strange

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

Block placement distance in Survival seems broken/different than before they accidentally added the longer distance from Creative mode. It's a bit weird to characterize. It's like you cannot place blocks more than 2 blocks away sometimes when you are trying to place on top of an existing block. But, you can place a block on the side of an existing block at that distance.

This is in survival with split controls off.

Probably related to the fix for <del>MCPE-8458</del>

But it seems to only be reduced in survival world's that existed on my device before the upgrade. If I create a new world the range for placing and breaking seems normal ( 5 blocks or so). My existing world seems to have been reduced to 3 blocks.
</comment>

To (hopefully) clarify – It seems to mostly happen when you are placing blocks that are below the level you are standing on. The range is significantly less than it was before...
</comment>

As the changelog for said version stated:

-Survival mode no longer has increased picking range
</comment>
