[MCPE-5512] screen sensitivity inconsistency with custom setting

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

touch sensitivity problems

What I expected to happen was...:
for my screen sensitivity to stay up across exit/rejoin of the mcpe app.

What actually happened was...:
i leave the app and come back in and find my screen slow-moving when i get ingame, then i check my settings to find that my sensitivity had been turned down for some reason.

Steps to Reproduce:
1. turn sensitivity up
2. enter a random world
3. leave the world, then close the app entirely, whether it be by back button or task manager.
4. reenter the app
5. go into a random world, notice that it is soower, and go to settings to find it turned down.

i have confirmed this for several different android devices, but ios i have not confirmed this glitch for.
