[MCPE-22757] Settings lag

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

When clicking settings button, it takes like 2 or 3 seconds to load the settings menu. Then, in the settings menu, it's also another lag spike when you scroll down.

I think the second lag spike it's caused by loading the global resources, in 1.0 there were few resource packs in the shop, and now that there are many, it lags at loading them in the settings menu.

My game runs smooth, at 60 fps, so the problem isn't my device. These lag spikes appear in ALL MOBILE DEVICES, I watched videos from better devices than mine and the problem was too. The menus aren't optimized and they lag. I can send a video showing that the game runs well but the only problem is that when you click the settings button, it takes 2 seconds TO LOAD A GUI.

I hope you understand me now
</comment>

I mean, the more resources the game needs, the more resources the device will use.
</comment>
