[MCPE-222] Sheep wool regrowth erratic

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

Odd situation that may not be a bug in survival mode.

Sheering a sheep prior to 0.4.0 led to a couple of minutes wait before a sheep could be sheered for wool again.

I've just been in a situation were after sheering a sheep the wool regrew within seconds allowing me to farm the animal three consecutive times. There was another sheep in the area which also reacted the same way supplying 5 pieces of wool in total before then staying the sheered state.

It feels pretty unnatural to me, to the point where I'd rather they just drop white wool (if brown dye were added, all colors would still be obtainable). I haven't heard anyone else complain, though, so maybe it's just weird to me, idk.
</comment>

They weren't near grass. Unfortunately, I killed them only to learn they don't seem to respawn
</comment>

If you shear them right before they eat, or at the beginning of the eating animation, they'll regrow wool pretty much immediately. AFAIK their eating habits haven't changed in 0.4.0.
</comment>
