[MCPE-19761] Fishing Rod Retraction Bug Between Windows 10 and PE

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

When connecting to a Windows 10 Edition of Minecraft using an iPad, I encountered a bug where iPad users (tested with 3 iPads connected to 1 Windows 10 LAN World) could not fish. iPad users in my Windows 10 world would just press the Fish button displayed and the fishing rod would not stay out; it continued to retract automatically on its own, making it impossible for iPad users to fish in my world. Please help!

Upon further testing, iPad users could fish in my world! They could only fish if they were within a certain radius of the Windows 10 character. The instance in which I found this to be true was when I managed to get the fishing rod for the iPad to stay out, but as I moved the Window 10 player farther away from the iPad players, their fishing rods retracted on its own and could no longer work properly until the Windows 10 player came back closer.

With further testing, I placed an iPad user at coordinates: -454, 64, 315 (using a handy add-on that displays coordinates). I used the Windows 10 player to travel directly east of the iPad users position and arrived near coordinates: -454, 90, -75 to where the fishing rod for the iPad user did not work anymore. Approximately 400 blocks and above away from the Windows 10 Edition host is where the iPad players could not have their fishing rod function properly.
