[MCPE-19179] Snow Melts

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

Snow melts in Minecraft PE. It is annoying when snow melts becahse I was creating a Christmas tree for my world in Minecraft PE (I know that every platform has different features). I was adding snow to the leaves of my Christmas tree,but it actually melts. There is no lighting source very near to them. All of my hardwork was loss because snow melted in my Christmas tree. Please fix this Mojang. (Device: Sony Xperia E4g Dual)

Top snow does not appear to melt in cold environments (ice plains, etc) regardless if snowing or not.
</comment>
