[MCPE-19015] Lightning occurs in cold biomes

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

Lightning bolts are supposed to strike only blocks in which rain, not snow, is falling (Thunderstorm#Lightning_mechanics). However in 0.16.2, they can also strike blocks in snow.

This means anything made of flammable blocks can be burnt down by lightning bolts because snow cannot extinguish fire.

Steps to reproduce:

Find a cold biome.

Wait for snow thunderstorm, or alternatively use "/weather thunder"

Observe that lightning occurs.

What I expected:
Either

Snow thunderstorm does not come with lightning, or

Snow can also extinguish fire caused by lightning.

I have a large castle built in an extreme hills biome in which snow falls across the entirety of the castle due to it being high up - this castle has wooden roofs and they are regularly burning down during thunderstorms. It is very common and does incredible damage destroying the majority of the roof. I have watched the thunder strike the roofs with my own eyes and as snow is falling it does not put out the fire and so it spreads across the roofs. I have been forced to turn off fire spreads but that effects other aspects of this world (which me and many friends play on) because we have xp farms that rely on fire spreading being on for example. This needs to be fixed!
</comment>

(Xbox One - bedrock edition). The only thing you can do is turn off the fire expansion, and pary that a lightning don't fall in your building.
</comment>

I executed the command /weather thunder. Moments later a villagers house was struck by lightning, caught on fire and burned down overtime. None of the snow put it out, even though it was snowing during the storm. This is a huge problem in snow biomes. Lightning should be excluded from these biome types. If that was my survival house I would be panicking.
</comment>

I don't know if PE's lightning mechanics differ from the other versions, or if this is even a bug at all.
</comment>
