[MCPE-17464] Extended pistons retract for a second when the world is loaded.

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

From <del>MCPE-19086</del>:
The extended state of pistons is not saved in the file, instead their state is recovered on the chunk load by ticking them with some delay.

In the screenshot shown above, the sticky piston is permanently powered and thus should never retract. But if you reload the world the piston momentarily retracts and triggers the dispenser containing a water bucket.

Original description:
When loading the world extended pistons that aren't in the same chunks has the player will retract for a second. It seems to effect 3 to 4 chunks away from the player.

I have found out that this is in fact a separate issue from <del>MCPE-13608</del>.

Some contraptions with pistons may update during world load and cause pistons to be momentarily unpowered, resulting in this problem. Closing this ticket as a duplicate.</del>
</comment>

I was loading my redstone testing world and could hear some pistons retract as the world loaded. It happens every time I load the world. Not sure if it happens to all pistons or not. Will need to do more testing...
</comment>

It's hard to tell what is going on if we don't know what is powering the pistons. A world download would also be helpful.
</comment>
